January 16, 2012 Minutes

 Mayor Pro Tem Schantz called the regular meeting of the Tawas City Council to order at 7:00 p.m. in the Council Chambers of the Tawas City Hall.

Council Members Present:   Dave Dickman, Kane Kelly, Dave Schantz,

                                              Carl Steinhurst and Danna White.

Council Members Absent:    Duane Walters excused

Others Present:                      City Manager Mark Moers, City Clerk Michelle Westcott

Mayor Pro Tem Schantz offered the Pledge of Allegiance to the Flag and a moment of meditation.

White moved, Kelly seconded, CARRIED, to approve the agenda of January 16, 2012 meeting as presented. Roll Call Vote:  Yes – Kelly, Schantz, Steinhurst, White, Dickman.   

Dickman moved, Steinhurst seconded, CARRIED, to approve the minutes of the January 3, 2012 regular meeting as presented. Roll Call Vote:  Yes – Schantz, Steinhurst, White, Dickman, Kelly. 

Dickman moved, White seconded, CARRIED, to approve Claim Sheet 011612 as presented.  Roll Call Vote:  Yes – Steinhurst, White, Dickman, Kelly, Schantz.  

Steinhurst moved, Dickman seconded, CARRIED, to approve the Tawas Hardware bill in the amount of $750.68.  Roll Call Vote:  Yes – White, Dickman, Kelly, Schantz, Steinhurst. 

City Manager Moers reported the City is waiting for Wal-Mart to respond to the modification of the development agreement sent to relinquish the bond and transfer infrastructure. 

City Manager Moers reported the fire board reviewed formulas for calculating an amount for services to Alabaster Township and Tawas Township for a new contract as the current contract expires this year. 

City Manager Moers presented pictures to the Council of the DPW replacing a broken valve at Bay Inn. 

City Manager Moers reported the Planning Commission approved two new businesses: Helping Hands Massage Therapy in the Liberty Building and O'Reilly Auto Parts to build a new store with contingencies. 

Mayor Pro Tem Schantz stated the city received letters of interest for the vacant council seat from Ken Cook and Tim Stonehouse.  The Mayor Pro Tem explained he will recommend the candidates in alphabetic order and the first candidate to receive four votes will be the new council member.  Mayor Pro Tem recommended Ken Cook.  Roll Call Vote: Yes – Dickman, Kelly, Schantz, White.  No – Steinhurst.  Ken Cook was appointed to the vacancy created by Sandra Brugger and will serve out the remaining portion of her term until the next city election held in 2013.

Dickman moved, White seconded, CARRIED, to accept the following bids: Hartman Roofing at $14,280.00, Tawas Roofing Co. at $10,749.00, Northshore Construction at $9,850.00, Allan Miller Construction LLC at $10,608.00, Kawkawlin Roofing Co. at $12,690.00, BAM Enterprise at $9,528.00 and Roofing Specialists at $15,295.00 for the replacement of the Tawas City Library roof at 208 North Street.  Roll Call Vote:  Yes – Kelly, Schantz, Steinhurst, White, Dickman. 

Mayor Pro Tem Schantz recommended Tawas Roofing Co. be awarded the bid as all the qualifications and requirements were met, that were listed in the public ad and specification list. Russo Engineering, Inc. reviewed the bids and stated Tawas Roofing Co. is the first of the four lowest bidders to meet all bid requirements.  Dickman moved, White seconded, CARRIED, to award the Tawas City Library roof replacement bid to Tawas Roofing Co. for $10,749.00 as all the bid requirements were met.  Roll Call Vote:  Yes – Schantz, Steinhurst, White, Dickman, Kelly. 

Mayor Pro Tem Schantz read the proclamation proclaiming January 29, 2012 as Holy Family Catholic School Week. White moved, Steinhurst seconded, CARRIED, to proclaim the week of January 29, 2012 as Holy Family Catholic School Week.  Roll Call Vote:  Yes – Steinhurst, White, Dickman, Kelly, Schantz.

City Manager Moers stated he has been working with Jay Maddock on the fireworks committee to raise funds for the fireworks display.  Mark Hitchcock from the Chamber stated a non-profit fireworks committee has been organized with plans to take over the fireworks display in the future.  Jay Maddock requested to use the Town Square band shell area on the 4th of July for a sponsor's appreciation area.  The fenced in sponsors appreciation area would be reserved for individuals who purchase memorial shells or buttons.  Those individual would also receive preferred parking, free appetizers, and a cash bar of beer and wine. Dickman moved, White seconded, CARRIED, to approve the request to allow the Tawas Chamber of Commerce to reserve the Town Square green area and waive the fee for a fireworks sponsor's appreciation area contingent on the Fire and Police Chiefs' final approvals.  Roll Call Vote:  Yes – White, Dickman, Kelly, Schantz, Steinhurst. 

Public comments were received.

The next regular meeting of the Tawas City Council is scheduled for Monday, February 6, 2012, at 7:00 p.m. at the Tawas City Hall. 

Steinhurst moved, Dickman seconded, CARRIED, to adjourn the meeting at 7:50 p.m.  Roll Call Vote:  Yes -   Dickman, Kelly, Schantz, Steinhurst, White.
