MINUTES OF REGULAR MEETING OF TAWAS CITY COUNCIL February 1, 2010 Mayor Walters called the regular meeting of the Tawas City Council to order at 7:30 p.m. in the council chamber at the Tawas City Hall. Council Members Present: Sandra Brugger, Dave Dickman, Kane Kelly, Dave Schantz, Carl Steinhurst, Duane Walters, and Danna White. Council Members Absent: None Others Present: City Manager Mark Moers, City Clerk Michelle Westcott Mayor Walters offered the Pledge of Allegiance to the Flag and a moment of meditation. Dickman moved, Schantz seconded, CARRIED, to accept the agenda of the February 1, 2010 regular council meeting as presented. Roll Call Vote: Yes - Dickman, Kelly, Schantz, Steinhurst, Walters, White, Brugger. No - None. Dickman moved, Brugger seconded, CARRIED, to approve the minutes of the January 18, 2010 regular meeting as presented. Roll Call Vote: Yes - Kelly, Schantz, Steinhurst, Walters, White, Brugger, Dickman. No - None. Steinhurst moved, Dickman seconded, CARRIED, to approve Claim Sheet 020110 as presented. Roll Call Vote: Yes - Schantz, Steinhurst, Walters, White, Brugger, Dickman, Kelly. No - None. City Manager Moers reported Wade Trim sent a letter to Mr. Roggenbuck from the MEDC requesting permission for the City to pre-purchase the pump equipment with the City's local share of the grant for the 2nd Avenue Lift Station Ice Grant Project. This is due to the poor condition of the pump equipment and will expedite the project by approximately three months therefore reducing the City's risk of having the pump station fail. City Manager Moers sent a letter to the DNRE (DEQ/DNR) on the Gateway Park Renovation Project requesting permission to add the future project of two boat launches and extending the pavement to the grant. Dickman moved, White seconded, CARRIED, to accept the Revenue/Expenditure Report through December 30, 2009 as presented (SBM 1181). Roll Call Vote: Yes - Steinhurst, Walters, White, Brugger, Dickman, Kelly, Schantz. No - None. City Manager Moers stated the MEDC (Michigan Economic Development Corporation) indicated that they will be accepting Notice of Intents for new projects under the CDBG-ICE winter 2010 program until February 22, 2010 for up to $750,000. The requirements would allow the City to apply for the grant to replace the existing 6" cast iron water line on Lake Street from the center of the 500 block to Oak Street with a new 12" water line. Along with the replacement would be new sidewalks, curbing, and landscaping. This project would improve water quality and capacity for fire fighting to the Iosco County Court House, Iosco County Sherriff's Department and Jail facility, District Health Department #2, the Downtown District and Tawas St. Joseph Hospital. Matching funds for this project would come primarily from the water enterprise fund. Wade Trim proposed to provide grant assistance and submit a NOI (Notice of Intent) for a fee of $1,000.00. Dickman moved, White seconded, CARRIED, to hire Wade Trim to submit the NOI (Notice of Intent) for the ICE grant for $1,000.00 (SBM 1182). Roll Call Vote: Yes - Walters, White, Brugger, Dickman, Kelly, Schantz, Steinhurst. No - none. City Manager Moers reviewed the requirements of the Dangerous Building Ordinance process to remove dangerous buildings from properties within the City. This process will be handled by the Planning Commission. Tara Western, president of the Tawas City Library Friends went over the TCLF annual report from November 2008 to October 2009. Councilmember Brugger requested permission to have the Tawas Area Chamber on the next agenda for discussion. Brugger thanked Chief Ferguson for assisting her on removing her vehicle from the M-55/US 23 intersection. Councilmember White expressed her appreciation for the jobs that the Police Department, City Staff and DPW workers perform. The next regular meeting of the Tawas City Council is scheduled for Tuesday, February 16, 2010, at 7:30 p.m. at the Tawas City Hall.
