MINUTES OF REGULAR MEETING OF TAWAS CITY COUNCIL

April 5, 2010

 

Mayor Walters called the regular meeting of the Tawas City Council to order at 7:30 p.m. in the council chamber at the Tawas City Hall.

Council Members Present:     Sandra Brugger, Dave Dickman, Kane Kelly, Dave Schantz, Carl Steinhurst, Duane Walters, and Danna White.

Council Members Absent:      None

Others Present:                        City Manager Mark Moers, Deputy Clerk Annette Corey

Mayor Walters offered the Pledge of Allegiance to the Flag and a moment of meditation.

Dickman moved, Kelly seconded, CARRIED, to accept the agenda of the April 5, 2010 regular council meeting as presented. Roll Call Vote:  Yes - Dickman, Kelly, Schantz, Steinhurst,  Walters, White, Brugger.  No - None.

Brugger moved, Dickman seconded, CARRIED, to approve the minutes of the March 15, 2010 regular meeting as presented. Roll Call Vote:  Yes - Kelly, Schantz, Steinhurst, Walters, White, Brugger, Dickman.  No - None. 

Steinhurst moved, Schantz seconded, CARRIED, to approve Claim Sheet 040510 as presented.  Roll Call Vote:  Yes - Schantz, Steinhurst, Walters, White, Brugger, Dickman, Kelly.  No - None.

City Manager Moers updated the council on the 2nd Avenue Lift Station grant project.  The Bid opening is April 7th with awarding the bid at the April 19th council meeting.

City Manager Moers reported that Mike Olk from Bay City and Nancy Dombrowski from East Tawas have inquired on renting the concession stand in the City Park.  Nancy has sent a letter offering to pay $100.00 per week plus all utilities and a security deposit.  Mr. Olk has indicated he lost money last year and was requesting a reduced rate.  The consensus of the board is to first offer Mike Olk the same agreement he paid last year, which is the same offer as Nancy's.

City Manager Moers reported the Breathing Air System to fill the air tanks for the fire department failed and repair parts are no longer available. Fire Chief Masich received a quote from Breathing Air Systems for $32,817.70.  This is a critical safety piece of equipment for the department and it must now be replaced. There are sufficient funds in the Equipment Fund to cover replacement. Dickman moved, White seconded, CARRIED, to authorize the purchase of a Bauer Air System in the amount of $32,817.70 from Breathing Air Systems (SBM 1190).  Roll Call Vote:  Yes - Steinhurst, Walters, White, Brugger, Dickman, Kelly, Schantz.  No - None.

City Manager Moers reported that Don Seymour of Seymour Carpets, Inc. has applied for a peddler's license to set up a tent in the Neiman's parking lot for a week in April to have a mattress sale.   Schantz moved, Dickman seconded, CARRIED, to approve the Peddlers permit for Seymour Carpet to hold a tent sale in Neiman's parking lot April 15th - 19th.  Roll Call Vote:  Yes - Walters, White, Brugger, Dickman, Kelly, Schantz, Steinhurst.  No - None.

City Manager Moers presented a resolution to amend the Gateway Park Renovation Project to include Phase II for a boat launch, concrete walks and additional parking.  The MNRTF has committed to adding this to Phase I since the project bid came in at $143,346.00, under the original estimate of $195,000.  The estimated cost for Phase II is $86,000.00 of which $35,641.26 would be paid from the grant and the City's portion is $50,358.74.  Dickman moved, Brugger seconded, CARRIED, to amend the MNRTF agreement and authorize the resolution to add Phase II of the Gateway Park Renovation Project adding a boat launch, concrete walks and additional parking with the MNRTF contributing $35,641.26 from the grant and the City's portion of $50,358.74. (SBM 1188)  Roll Call Vote:  Yes - White, Brugger, Dickman, Kelly, Schantz, Steinhurst, Walters.  No - None.

Each year the US Forest Service provides a Cooperative Fire Protection Agreement to pay the fire department for mutual aid.  The rates have remained the same as prior years.  Schantz moved, Dickman seconded, CARRIED, to approve the Modification 001 Cooperative Fire Protection Agreement with the US Forest Service. (SBM 1189). Roll Call Vote:  Yes - Brugger, Dickman, Kelly, Schantz, Steinhurst, Walters, White.  No - None.

City Manager Moers and City Treasurer Corey met with Stephanie Olson from Iosco-Arenac District Library regarding improvements to the library.  The district library formed a committee to go to each library and discuss improvements with the Liberians and have committed $20,000 toward each project.  The suggested improvements included replacing the front and side sliding doors, move an interior wall and the Liberians desk, new computers, desks and shelving.  Electrical upgrades would be required and the City would be responsible for the repairs.  There are reserves in the library fund to contribute toward the improvements.  Bids would be required but the project needs to be completed by December 31, 2010 or we lose the money from the district library.  A committee was formed of Steinhurst, White and Brugger to work with the Liberian and the public to secure suggestions for the improvements.

City Manager Moers reported that the Skate Park is closed until further notice until new rules and regulations are in place.  The council requested the Park board to address the issues.

Robert Champine requested that the American Disabled Veterans sell Forget-Me-Knots at area businesses. Brugger moved, Dickman seconded, CARRIED, to approve the Forget-Me-Knot sale July 1, 2, 3, 2010 sponsored by the Tawas Bay Chapter 130 Disabled American Veterans. Roll Call Vote:  Yes - Dickman, Kelly, Schantz, Steinhurst, Walters, White, Brugger.  No - None.

Gerald Cassidy, 907 Lake St. #8 was concerned that Gateway Park was being turned into a fishing park.

Councilmember's were pleased with the letter sent from Forsyth & Brugger, PA on behalf of the Brugger plaza in support of the 1st Street beautification project.

The next regular meeting of the Tawas City Council is scheduled for Monday, April 19, 2010, at 7:30 p.m. at the Tawas City Hall. 

Dickman moved, Brugger seconded, CARRIED, to adjourn the meeting at 8:30 p.m.  Roll Call Vote:  Yes - Kelly, Schantz, Steinhurst, Walters, White, Brugger, Dickman.  No - None.
