City Manager Moers updated the Council on the 2nd Avenue Lift Station Project.
City Manager Moers reported two quotes were received one from Northeastern Window & Door for $7552.20 and from Ponder for $6,275.00 to replace the library entrance door. The quotes are for an automatic door with handicap accessibility and will require a licensed electrical contractor to wire the door for operation. Brugger moved, Dickman seconded, CARRIED, to accept the quote from Ponder in the amount of $6,275.00 to replace the library entrance door. City Manager Moers reported receiving a letter from Doug Morse, DNRE, to amend the original permit for Gateway Park Fishing Pier to include the boat launch and Russo Engineer is working on obtaining a permit from the US Army Corps of Engineer to include the boat launch. Schaaf & Associate Construction has started the Gateway Park Fishing Pier Project.
City Manager Moers reported the 1st Street Project is complete.
Betty Fahselt from the Tawas Bay Arts Council requested to use the Tawas City Park for the 50th Annual Water Front Fine Art Show on July 30th through August 1st. Brugger moved, Steinhurst seconded, CARRIED, to approve the Tawas Bay Arts Council to use the Tawas City Park for the 50th Annual Water Front Fine Art Show on July 30th to August 1st and waive the park fees. Roll Call Vote: Yes - Brugger, Dickman, Kelly, Schantz, Steinhurst, White. No - None.
Dickman moved, White seconded, CARRIED, to approve the Tawas City Library Friends to use the Tawas City Park Pavilion and waive the rental fee from June 24th through August 19th every other Thursday from 11:45 a.m. to 12:45 p.m. for the "Booked for Lunch" program to read a story to children. Steinhurst moved, Dickman seconded, CARRIED, to adopt the General Appropriations Resolution for the 2010-2011 budget for the General, Major Street, Local Street, Fire Equipment, DDA, and Library funds with total revenues of $2,051,525 and expenses of $1,792,305 with an 18.2216 millage to be levied, and authorizes a 1% administrative fee to be added to the total assessed taxable value of real and personal property within the City of Tawas City for the collection of the 2010 tax roll (SBM 1197). Roll Call Vote: Yes - Kelly, Schantz, Steinhurst, White, Brugger, Dickman. No - None.
Brugger moved, Kelly seconded, CARRIED, to adopt the Special Appropriations Resolution for the 2010-2011 budget for the Sewer, Water, Fire Station Building Authority, City Hall Series 2008 Building Authority, City Hall Construction, and Wal-Mart Debt Service funds with total revenues of $2,113,095 and expenses of $2,018,550 (SBM 1198). Roll Call Vote: Yes - Schantz, Steinhurst, White, Brugger, Dickman, Kelly. No - None.
City Manager Moers presented the Tawas Police Authority budget for discussion and review to the Council. The budget cost has increased by $3,180.00 for 2010-2011 with a total budget amount of $473,110.00 with $40,500.00 coming from reserves. The budget could be amended for the COPS grant for an officer and a rent increase due to utilities costing more for East Tawas if approved by both East Tawas and Tawas City Commission in the future. Dickman moved, Kelly seconded, CARRIED, to approve the recommendation of the Tawas Police Authority 2010-2011 budget for $473,110.00. Roll Call Vote: Yes - Steinhurst, White, Brugger, Dickman, Kelly, Schantz. No - None.
Kelly moved, Steinhurst seconded, CARRIED, to approve the American Legion of East Tawas to sell Poppy's on May 20th through May 22nd in Tawas City. Roll Call Vote: Yes - White, Brugger, Dickman, Kelly, Schantz, Steinhurst. No - None.
City Manager Moers stated the City owns a building at 520 Industrial Avenue that was built with grant funds in the 1980's as a pretreatment plant to treat the sewage from Tawas Plating. The plant was never put into operation. This property could be another economic development opportunity for the City to put the parcel back on the tax roll and create jobs. The parcel and building could be given away with the conditions and requirements similar to our last venture with the Thrifty Store on Elms Ave. Brugger moved, Kelly seconded, CARRIED, to pursue the economic development by advertising the property at 520 Industrial Avenue as an incubator for a new development. Roll Call Vote: Yes - Brugger, Dickman, Kelly, Schantz, Steinhurst, White. No - None.
Councilmember White reported the park board members received training from Huron Pines on stream bank assessment to evaluate erosion problems on Dead Creek and the Tawas River.
City Manager Moers stated that Huron Pines is working with the City & Savin Lake Services to obtain permission from landowners on the Lake Huron Shoreline to treat the phragmites. Savin Lake Services will be treating the private landowner's property at no cost to the City.
The next regular meeting of the Tawas City Council is scheduled for Monday, June 7, 2010, at 7:30 p.m. at the Tawas City Hall.
