Mayor Walters called the regular meeting of the Tawas City Council to order at 7:30 p.m. in the council chamber at the Tawas City Hall.
Council Members Present: Sandra Brugger, Dave Dickman, Kane Kelly, Dave Schantz, Tim Stonehouse and Duane Walters.
Council Members Absent: Brent Babcock

Mayor Walters offered the Pledge of Allegiance to the Flag and a moment of meditation.
Schantz moved, Stonehouse seconded, CARRIED, to accept the agenda of the July 6, 2009 regular council meeting. Roll Call Vote: Yes - Brugger, Dickman, Kelly, Schantz, Stonehouse, Walters. No - None.
Dickman moved, Stonehouse seconded, CARRIED, to approve the minutes of the June 15, 2009 regular meeting as presented. Roll Call Vote: Yes - Dickman, Kelly, Schantz, Stonehouse, Walters, Brugger. No - None.
Stonehouse moved, Kelly seconded, CARRIED, to approve the Claim Sheet 070609 as presented. Roll Call Vote: Yes - Kelly, Schantz, Stonehouse, Walters, Brugger, Dickman. No - None.
City Manager Moers updated the Council on the Utility Billing, Cash Receipting, Accounts Payable, and General Ledger BS&A Software upgrades.
City Manager Moers updated the Council on the following projects:
Gateway Park Project fishing pier - The preliminary design by Russo Engineer is complete and has been sent to the DNR for review. Rigg Land Surveying is in the process of combining the legal description of the parcels.
First Street Project from Lake Street to Court Street - The design has been approved by MDOT and will bid out the project in August.
Mathews Street Project from the 6th Avenue Bridge to the Mathews Street Bridge - The project is in the design phase and the 8" waterline is near completion.
City Manager Moers updated the Council that 11th Avenue from 4th Street to Dead Creek was paved and part of Anna Drive was repaved. The intersection of 4th Avenue and Whittemore Street will be hot patched this year which will require a budget amendment. Lakestate Railroad promised to repair the Whittemore Street crossing this year.
City Manager Moers stated the 4th of July weekend was a success.
City Manager Moers stated that Fire Station addition change order # 5 is for a credit of $4479.00. This credit results from scaling down the irrigation system on the North side of the station, eliminating 300 feet of sidewalk that would have to be removed for the Mathews Street Project, and an additional three bollard bumpers. Brugger moved, Dickman seconded, CARRIED, to accept the Fire Station addition change order # 5 in the amount of a credit for $4479.00. Roll Call Vote: Yes - Schantz, Stonehouse, Walters, Brugger, Dickman, Kelly. No - None.
City Manager Moers stated the MDOT State Trunkline Maintenance Contract expires on September 30, 2009. The contract allows MDOT to contract with Tawas City for maintenance on portions of US-23 and M-55 that exist within the City limits. Stonehouse moved, Schantz seconded, CARRIED, to approve the MDOT State Trunkline Maintenance Contract for five years expiring on September 30, 2014 (SBM 1154). Roll Call Vote: Yes - Stonehouse, Walters, Brugger, Dickman, Kelly, Schantz. No - None.
City Manager Moers reported that Waste Management presented a proposal to extend the current contract five years for curbside yard waste and recycling services to both East Tawas and Tawas City. The cost would include yard waste service every week and recycling would be provided every other week. City Manager Moers requested ideas from the Council on a way to poll our citizens on whether they would like to incur extra cost for recycling services and carts for yard waste service. The Council recommended the following ideas: a survey with the water bill, a ballot proposal, or a town hall meeting. Mayor Walters recommended holding a town hall meeting (SMB 1155).
Brugger moved, Stonehouse seconded, CARRIED, to adopt the resolution to accept the Gateway Park Grant agreement for $134,000.00 with a $61,000.00 match (SBM 1156). Roll Call Vote: Yes - Walters, Brugger, Dickman, Kelly, Schantz, Stonehouse. No - None.
Councilmember Kelly stated there are a few problems to be resolved with the new skate park.
Mayor Walters asked Councilmember Stonehouse to organize a river cleanup weekend this summer.
The next regular meeting of the Tawas City Council is scheduled for Monday, July 20, 2009, at 7:30 p.m. at the Tawas City Hall.
